More Detailed Question about an OS change:
Current OS = Me
Disk Format = Fat 32
Backup using AIS ver 1.7
Backup to External Hard Drive (IEEE 1394)
Hard Drive is FAT32 Format
New OS will be XP.
It will be a complete Install (Not Upgrade)
New Disk Format = NTFS
Plan to Re-Install all programs individually.
Can I import the old FAT32 data from my AIS backup on the Removable H.D. to the new OS (Data ONLY)?

Restoring Data Files
Yes, I regularly restore from backups made a few years ago from various operating systems. If you want to consider setting up a dual-boot system (2*XP) see here:

Use the Tools / Load Script From Backup option to get the backup known to Windows XP.
Restore your Outlook Express folders to the root of the new XP Identities folder, this folder is called something like:
C:\Documents and Settings\Your Account Name\Local Settings\Application Data\Identities\{6676AE0D-7624-4E6C-9242-9181702D6E84}\Microsoft\Outlook Express\
